Big Tech Buyouts, a Soft Jobs Number, and EEO Reporting in Flux

Microsoft, Google, and Virgin Media O2 are all shrinking headcount this week — just as the U.S. jobs data and regulatory signals give HR leaders less clarity, not more.

Big Tech Buyouts, a Soft Jobs Number, and EEO Reporting in Flux

Three of the world's largest employers moved to cut headcount on the same day ADP reported the weakest U.S. private-sector jobs number in months. That collision — voluntary exits at Google and Microsoft, thousands of cuts at Virgin Media O2, 86,000 net new private-sector jobs in October — is the signal HR buyers should sit with today.

The numbers

ADP's October report puts private-sector job growth at 86,000, with professional and business services shedding 27,000 jobs for a third straight month. Base pay rose 3.2% year over year; job-changers are still commanding 4.8% growth versus 3.0% for stayers. That gap remains a retention pressure point for any employer running fixed pay bands.

Meanwhile, Careerminds surveyed 1,142 U.S. HR professionals and found that 92% believe current employees can be reskilled for AI roles — yet 51% say their organizations hire externally for those positions anyway. Only 24% of managers think HR owns AI workforce planning at all. The reskilling conviction is there; the execution infrastructure is not.

Buyouts, cuts, and what tenure-based exits cost

Microsoft reportedly offered voluntary buyouts to roughly 60,000 employees — about a quarter of its workforce — following a 2% layoff in July and a voluntary retirement offer to 7% of staff in April. Bloomberg columnist Gautam Mukunda's concern is pointed: tenure-based exit packages tend to push out experienced employees, potentially including the AI talent Microsoft is spending $170 billion in capital this year to support. Google confirmed buyouts across Canada, France, Germany, Japan, and Switzerland, with Swiss packages capped at 12 months' salary. Amazon added 95 Washington state job cuts to its previously disclosed reductions. Virgin Media O2's £800 million cost programme is hitting non-customer-facing roles in the UK.

The pattern — record margins alongside headcount reduction — is one HR leaders at large employers should document carefully. It tends to inform how compensation committees think about workforce costs in the next planning cycle.

Policy: two jurisdictions, opposite directions

In the U.S., the EEOC's proposal to end EEO-1 reporting remains in limbo — public comment closed in August and no final rule has been issued. Employment lawyers cited by HR Dive note that California, Colorado, Illinois, Massachusetts, and New York City still require equivalent reporting, so discontinuing your demographic data infrastructure would be premature. The data, as one lawyer put it, was never limited to compliance.

Also in the U.S., the Department of Labor withdrew the opinion letters underpinning the 80/20 tip credit rule, following a federal appeals court ruling from August 2024. Payroll teams should note: state-level rules may still be stricter, and a new proposed rule is reportedly in development.

In the UK, the Employment Rights Act 2025 is live and dominating HR teams' agendas, and a new statutory right of union workplace access took effect October 30. The DWP has also opened consultation on default retirement income for 17 million private-sector pension savers — a benefits-design question that HR and total rewards leaders will need to track.

What we're watching: Whether Microsoft's buyout math — removing tenure to fund AI — becomes a template other large employers copy, and whether the EEO-1 rollback accelerates state-level reporting divergence that creates a patchwork compliance burden for multi-state employers.
