SAP, Workday, and ADP all bet on agentic AI — California just set the rules

The platform giants are racing to deploy autonomous HR agents; California is already telling them where the lines are.

SAP, Workday, and ADP all bet on agentic AI — California just set the rules

Agentic AI didn't just dominate the product announcements today — it ran into a regulatory wall in the same news cycle. That collision is the story every HR buyer needs to sit with.

The money

Workday raised $2.5 billion through a senior corporate notes offering to institutional investors. Proceeds go to debt refinancing and general operations — this is balance-sheet management, not a growth round. No equity dilution. Still, the scale signals that Workday is shoring up its financial position while simultaneously pushing hard into agentic AI territory, which carries real R&D weight.

The product push

Three HCM platform giants moved on agentic AI in a single day.

SAP SuccessFactors previewed its second-half 2026 release under what it calls an "Autonomous HCM" vision. The concrete items: a Winston-powered Interview Summary Agent that integrates with Zoom, Teams, Google Meet, and Gong; an agentic onboarding assistant; an HR Operations Assistant that monitors payroll data for inconsistencies; and drag-and-drop org scenario modeling in Employee Central. SAP says this release includes hundreds of new capabilities — buyers should map which ones require additional licensing before getting excited.

ADP launched MCP servers and AI tools designed to let organizations connect third-party AI agents to ADP systems through API Central. The pitch is secure, integrated workflow automation — effectively turning ADP into an agent-ready platform rather than a closed system. How that works in practice, at enterprise scale, remains to be seen.

Workday is separately developing what it describes as a "digital workforce" of agentic AI tools, according to People Matters. Meanwhile, recruiting platform Phenom was named a Luminary in two Agentic AI Innovation assessments by Everest Group — an analyst recognition, not a product milestone, but it signals where competitive differentiation is being measured.

Policy and risk

California Governor Newsom signed a package of workplace AI laws on September 30 that HR leaders cannot afford to skim. The key constraints: SB 947 requires human corroboration before acting on automated decision system (ADS) output in discipline or termination; AB 1883 bans AI-enabled emotion and neural monitoring; AB 1331 prohibits bathroom surveillance; and SB 951 mandates enhanced Cal/WARN notices when AI or automation drives mass layoffs. Any employer using ADS in disciplinary workflows — or any of the agentic tools announced today — needs a legal audit before California enforcement begins.

The EEOC, separately, sued CityCare Health Services for failing to honor the terms of a previously negotiated conciliation agreement — a reminder that settlement compliance is an active obligation, not a box to check.

On the ground, a YourStory report describes an AI recruitment system that screened out a team lead applying for a vacancy on his own team. It's anecdotal, but it's exactly the failure mode California's SB 947 is designed to address.

Worth noting

Paylocity customers report saving roughly 5–8 hours per recruiter per week with the company's new recruiting tools — a customer claim, not independently verified. First Advantage and ID.me launched an FCRA-compliant identity fraud detection product targeting recruitment fraud during hiring and onboarding. And an inkl piece outlines what European teams should evaluate before switching away from Deel for EOR or global payroll — useful framing for a market where Deel alternatives are getting serious consideration.

What we're watching: Whether any of the agentic AI tools announced today are designed with California's new ADS corroboration requirement in mind — or whether compliance becomes an expensive retrofit.
