HR technology, every morning — wired to the companies and people behind it.

Enterprise recruiting platform iCIMS has earned a top-five user experience ranking for the third consecutive year in Sapient Insights Group's HR Systems Survey, while new research reveals that 92% of HR professionals believe employees can be reskilled for AI roles yet external hiring continues to outpace internal redeployment. Google is extending voluntary buyout offers across multiple countries and Microsoft faces scrutiny over how its own buyouts may affect AI ambitions, as job reductions also hit Virgin Media O2 under a cost-saving drive. On the workforce data front, ADP's National Employment Report shows private-sector employment rose by 86,000 jobs in October, and Lockheed Martin has agreed to pay $29.5 million to resolve alleged employment discrimination violations.

DOL Withdraws Guidance Behind 80/20 Rule for Tipped Employees

The U.S. Department of Labor has issued Field Assistance Bulletin No. 2026-1, withdrawing three opinion letters that underpinned the 80/20 rule for tipped employees. That rule limited employers' tip credit for related non-tip duties to 20% of the workweek. A federal appeals court struck down the rule in August 2024, and DOL removed the guidance from its handbook in January 2025. The agency says it is developing a proposed rule on tipped employees. Payroll teams should note that employers still cannot claim the tip credit for hours in a separate, non-tipped job, and state rules may be stricter.
